*Report : Latin American Economic Outlook...Paris*

OECD Development Centre's Americas experts will present the key findings of the 2014 Latin American Economic Outlook on Tuesday 18 February 2014 in Paris.

Expertos del continente americano del Centro de Desarrollo de la OCDE presentaron el 18 de Febrero, en París, las principales conclusiones del informe Perspectivas Económicas de América Latina 2014.
La presentación consta de dos partes:  
*Una primera dedicada a la discusión sobre el entorno macroeconómico en la región. *Y segunda centrada en el ámbito de la logística y la competitividad para el desarrollo, que ha sido el enfoque temático de la edición de este año.

pionniers de la diplomatie digitale.


"La diplomatie internationale ne se pratique pas uniquement dans les couloirs de l’ONU ou dans les ministères, elle se déroule également, et de plus en plus, sur Internet. Les États-Unis sont d’ailleurs les pionniers de ce qu’on pourrait appeler la « diplomatie digitale ».

La diplomatie sur Internet passe, tout d’abord, par une présence plus marquée des diplomates sur les réseaux sociaux. Les ambassadeurs américains, par exemple, sont encouragés à créer et à utiliser leur compte Twitter. La diplomatie française, elle, est très en retard à ce niveau. Aux Etats-Unis, l’exemple est donné John Kerry. Le secrétaire d’Etat est très actif sur Twitter alors qu’Hillary Clinton ne l’était pas du tout lorsqu'elle occupait ce poste.

Sur Twitter, John Kerry compte plus de 120 000 followers. Son ministre délégué pour les affaires publiques, Doug Frantz, explique l’importance pour John Kerry d’être sur Twitter : « Je crois que c’est utile. Ça lui permet de s’adresser à d’autres dirigeants. John Kerry a échangé des tweets avec le président iranien Hassan Rohani et avec le ministre des Affaires étrangères Mohammad Javad Zarif ».
Être sur les réseaux sociaux facilite ainsi les échanges mais donne aussi une dimension humaine à la diplomatie. « Twitter n’est pas son activité principale mais ça aide à donner un visage humain à la diplomatie et à faire savoir que John Kerry est une personne avant tout, souligne Doug Frantz, Twitter ne remplace pas un face-à-face diplomatique mais c’est un amplificateur ».
Toucher le plus de gens possible
Aux Etats-Unis, un effort important est fait sur la diplomatie publique pour porter le message américain sur la Toile. Le département d’Etat américain est présent sur Twitter, sur Facebook mais aussi sur Tumblr, Instagram ou encore Youtube. Au total, le département d’Etat revendique 2,5 millions d'abonnés sur les réseaux sociaux. Ses abonnés sont souvent des personnes d’influence dans leur pays, des faiseurs d’opinions, des blogueurs, des journalistes. Internet a donc un effet et un impact très important pour les diplomates.
Des internautes ont d'ailleurs demandé à John Kerry de faire un « unselfie ». A l’image du « selfie » classique (un autoportrait pris avec son téléphone mobile), l’« unselfie » est un autoportrait, à la différence que le visage de la personne est masqué avec une pancarte ou une feuille de papier. Le secrétaire d’Etat américain l’a fait avec une adresse pour faire des dons aux victimes du typhon Haiyan aux Philippines. Ce message a connu un grand succès, un succès beaucoup plus important qu’un appel aux dons classique.

Un usage à risque
Les réseaux sociaux représentent toutefois un risque car il est très difficile de contrôler totalement le message diffusé lorsque tous les diplomates d’un pays tweetent. Pour cette raison, beaucoup de chancelleries hésitent à donner cette liberté à leurs diplomates. Les Etats-Unis reconnaissent qu’il existe un risque, qu’il y a des erreurs et des choses regrettables qui sont dites. Il y a quelques semaines, un couple de diplomates américain, basés en Inde, ont fait des commentaires très peu diplomatiques à propos de l’Inde sur leur page Facebook.
Mais, au final, le bénéfice de l’utilisation des réseaux sociaux par les diplomates américains est plus grand que les inconvénients. Demander aux diplomates d’obtenir une autorisation à chaque fois qu’ils veulent tweeter serait le pire usage des réseaux sociaux. Car Twitter, c’est immédiat. Beaucoup de pays et de gouvernements restent toutefois encore dans le contrôle plutôt que dans la spontanéité qu’apportent les réseaux sociaux."

German Federal Chancellor Angela Merkel visited the OECD on 19 February as part of the Organisation's Leaders' Programme. Chancellor Merkel had a bilateral meeting with Secretary-General Angel Gurría to discuss the collaboration between the German Government and the OECD.

On the occasion of her visit, the OECD Secretary-General launched the report "Germany - Keeping the edge: Competitiveness for inclusive growth" (also available in German : http://www.oecd.org/germany/Better-policies-deutschland.pdf ), which sets out key policy priorities to boost competiveness, productivity growth and social inclusion in Germany.

The Chancellor also delivered a keynote address to OECD Ambassadors, special invitees and OECD staff on her vision on international co-operation, the European Union and the role of Germany in promoting a stronger, cleaner and fairer world economy.

In his introductory remarks, OECD Secretary-General Angel Gurría praised Chancellor Angela Merkel for being a "steady, guiding force throughout the crisis". "Her effective and decisive leadership is strongly acknowledged, as is her pivotal role in steering Germany, and Europe, to calmer waters."

As part of the OECD Forum Speakers Series, Pascal Lamy, Honorary President, Notre Europe – Jacques Delors Institute, and former Director-General, World Trade Organization (WTO), delivered a presentation entitled “The Geneva Consensus: Making Trade for All”. 


In this book, Pascal Lamy outlines his views on the significance of open trade in generating global economic growth, reducing poverty and creating jobs around the world. He argues that trade can only act as a motor for growth if the correct mix of domestic and international economic and social policies is in place. This approach – the 'Geneva Consensus' – requires deeper co-operation and policy coherence between international organisations. 
Pascal Lamy also chairs the Oxford Martin Commission for Future Generations which calls for a radical shake-up in politics and business to deliver progress on climate change, reduce economic inequality, improve corporate practices and address the chronic burden of disease. Now for the Long Term (Report of the Oxford Martin Commission for Future Generations, 2013) is the product of a year-long process of research and debate undertaken by a group of eminent leaders on the successes and failures in addressing global challenges over recent decades. 
Pascal Lamy served two terms as Director-General of the World Trade Organization (WTO) from September 2005 to September 2013. He is currently Honorary President of Notre Europe – Jacques Delors Institute, President of the Oxford Martin School’s Commission on Future Challenges, Vice-President of the Foundation for European Progressive Studies (FEPS), Member of UNAIDS, Member of the Board of Directors of the Fondation nationale des Sciences politiques and of the Thomson Reuters Founders Share Company.

le commerce pour tous

Dans le cadre de la série des Orateurs du Forum de l'OCDE, Pascal Lamy, Président honoraire de Notre Europe – Institut Jacques Delors et ancien Directeur général de l’Organisation mondiale du commerce (OMC) a fait une présentation sur le thème de son livre : « Le Consensus de Genève : le commerce pour tous ».

Dans ce livre, Pascal Lamy expose ses vues sur l’importance du libre-échange afin de générer une croissance économique mondiale, réduire la pauvreté, et créer de l’emploi dans le monde entier. Selon lui, le commerce peut agir comme un moteur de croissance seulement si une bonne combinaison de politiques économiques et sociales nationales et internationales est mise en place. Cette approche – le « Consensus de Genève » – exige une coopération et une cohérence politique plus fortes entre organisations internationales. 

Pascal Lamy préside également la Commission Oxford Martin pour les générations futures (Oxford Martin Commission for Future Generations) qui appelle à un bouleversement radical de la politique et des affaires, afin de progresser en termes de changement climatique, de réduction des inégalités économiques, d’amélioration des pratiques des entreprises et d’allégement du fardeau chronique de la maladie. Now for the Long Term (Rapport de la Commission Oxford Martin pour les générations futures, 2013) est le résultat d’un processus d’une année de recherche et de débat entrepris par un groupe de dirigeants éminents sur nos succès et échecs des dernières décennies.
