*E-Diplomacy map shows which leaders talk to each other on Twitter...*

We all know that Barack Obama (or at least, his staff), is on Twitter, sending out messages under @barackobama. Turns out, so are lots of world leaders (or rather, their surrogates). There’sToomas Hendrik Ilves, the president of Estonia. There’s Dmitry Medvedev, the prime minister of Russia. So are the leaders of Canada, Mexico, Brazil and Rwanda. Heck, even Ayatollah Ali Khamenei, the Supreme Leader of Iran, is on Twitter: @khamenei_ir.

What does this all mean? No one is quite sure yet, although there are some folks like Matthias Leufkens, formerly of the World Economic Forum, that have been examining "Twitplomacy" for a few years now.

But this week, some journalists over at the Agence France Presse have put together a neat interactive online tool, called E-Diplomacy, that shows which countries follow which others, how much social discussion is going on between various countries, diplomats, and world thinkers.

There’s been a lot of discussion in the media and popular opinion around the "Twitter Revolution" that wasn’t in Iran in June 2009, which was later bolstered by last year’s Arab Spring that saw a significant change in government in many North African and Middle Eastern countries.

"We do know this: Twitter and Facebook, when used by activists, can be very efficient tools to mobilize, to communicate with one’s peers, and to broadcast to the world what's going on in an area where it's hard for reporters to work," wrote Joan Tilouine, the editorial director of the project, in an e-mail sent to Ars on Friday.

"At least at the margin, these forces can bolster an "offline" movement by women and men in the streets. But whether the outcome is further repression, the implosion of an autocratic regime or even a revolution depends on many, many factors. There is a further question, one that the post-revolt states in North Africa or now facing: can social media help build democracy after the fact? Can ‘followers’ and ‘friends’ generate new leaders? The answer to that one is still in the making. »

In this dynamic global landscape, State has also sought to restructure its organization and how it operates. *New York City Pay Phone Booths Now Free WiFi Hotspots...*

Though advances in modern technology make them virtually obsolete public telephone booths remain evocative objects; reminders of a simpler time and the once-romantic concept of long distance communication.

It is for that reason, perhaps that New York City is determined to prevent its 12,000 phone booths becoming relics of the past.

The City has pledged to revamp the booths and give them a fresh lease of life by turning several into digital kiosks with SmartScreens and free public WiFi.

El Gobierno local de Nueva York ha decidido sacar partido de las 12.360 cabinas de teléfonos de la ciudad, cada vez más obsoletas, convirtiéndolas en puntos de acceso wifi gratuito. Este jueves, ha puesto en marcha un programa piloto que incluye, en principio, 10 teléfonos públicos en los distritos de Manhattan, Brooklyn y Queens. Con esta iniciativa, que luego se extenderá al Bronx y a Staten Island, se pretende estudiar la viabilidad de instalar una red inalámbrica de acceso a Internet en la Gran Manzana.

“Mientras decidimos qué hacer en el futuro con las cabinas públicas, este programa nos sirve como indicador del interés que suscitan los servicios que se pueden ofrecer para los aparatos de nueva generación que se están fabricando”, explicó Rahul N. Merchant, responsable del Departamento de Nuevas Tecnologías y Telecomunicaciones de la ciudad, en declaraciones recogidas por el diario The New York Times. La señal de cada uno de los puntos wifi tiene un alcance de entre 30 y 60 metros y el acceso no está sujeto a ningún tipo de contraseña.

La instalación de la red no ha costado un solo dólar a la ciudad ya que las empresas encargadas de la publicidad en las cabinas han corrido con todos los gastos, incluida la gestión y el servicio al cliente. De momento, el mantenimiento y el servicio de los teléfonos públicos está a cargo de 13 compañías, cuyo contrato expira en octubre de 2014. El Gobierno local no ha decidido todavía cuál será su futuro a partir de entonces.

Si el programa piloto que se ha puesto en marcha este jueves funciona, la conversión en puntos de acceso wifi, podría convertirse en la próxima función de las cabinas. No obstante, la ciudad ha solicitado públicamente a los ciudadanos y a las empresas que les envíen sus sugerencias sobre otros potenciales usos a los que se podrían destinar.

*Le Marché unique, l’esprit d’entreprise, l’énergie et le commerce international, piliers importants de la croissance...*

Le ministre du Commerce, de l’Industrie et du Tourisme, M. Neoklis Sylikiotis, chargé également du portefeuille de l’énergie, a présenté à Bruxelles, ces deux derniers jours, les priorités de son ministère  durant la Présidence chypriote aux Commissions des affaires juridiques (JURI), du Marché intérieur et de la protection des consommateurs (IMCO), de l’industrie, de la recherche et de l’énergie (ITRE) et du commerce international  (INTA) du Parlement européen.

Modernisation du cadre juridique pour la protection des droits de propriété intellectuelle  

En présentant les priorités de la Présidence à propose des droits de propriété intellectuelle et du droit des sociétés,  M. Sylikiotis a souligné la nécessité d’une coopération entre le Conseil et le Parlement européen.  

Il a déclaré que la modernisation du cadre juridique pour la protection des droits de propriété intellectuelle était défini par la stratégie Europe 2020 comme étant un préalable nécessaire pour stimuler la compétitivité de l’industrie  novatrice de l’UE, en soulignant que la Présidence chypriote  ferait avancer les dossiers pertinents de la meilleure façon possible. M. Sylikiotis a souligné l’importance  de l’achèvement du paquet brevet  dans les meilleurs délais, en étroite coopération avec le Parlement européen. Il a souligné en outre que l’amélioration continue et l’harmonisation  des règles relatives au droit des sociétés et au gouvernement d’entreprise contribuaient considérablement à l’amélioration de l’environnement des entreprises, promouvaient la croissance économique et  permettaient aux entreprises de faire face avec succès à la concurrence sur les marchés mondiaux.

Accent mis sur le marché unique

M. Sylikiotis a également présenté les priorités et  les actions  à mettre en œuvre durant la Présidence chypriote concernant les questions relatives au marché intérieur, à la politique des consommateurs et à l’harmonisation technique. En vue d’atteindre l’objectif de la Présidence pour une “meilleure  Europe”, principalement pour ses citoyens, il a souligné que le Conseil coopérerait étroitement avec le Parlement européen  afin de traiter avec succès les dossiers importants compris dans le programme du Trio, tels que l’Acte pour le marché unique I et II, les marchés publics, les qualités professionnelles, les directives comptables  et  le règlement extrajudiciaire ainsi que le règlement en ligne des litiges.

Stimulation de l’esprit d’entreprise

En parlant de l’esprit d’entreprise et de l’industrie, M. Sylikiotis a affirmé que Chypre mettrait l’accent, en matière de compétitivité, sur la croissance, par le biais de la promotion de politiques cruciales, telles que  le programme pour la compétitivité des entreprises et des PME (COSME).
M. Sylikiotis a également affirmé que la Présidence chypriote  soutiendrait la nouvelle approche de l’UE en matière de politique industrielle, comme moteur de la croissance européenne, de la création d’emplois et de la prospérité en  Europe.

Promotion de l’infrastructure transeuropéenne en matière d’énergie

S’agissant des questions énergétiques, le ministre a déclaré que la promotion de l’infrastructure transeuropéenne en matière d’énergie figurait parmi les priorités de la Présidence chypriote, tout comme  la sécurité de la prospection et de l’exploration des gisements pétrolifères et gaziers ainsi que des activités de production. Il a parlé par ailleurs de l’importance du programme communautaire d’étiquetage “Energy Star” relatif à l’efficacité énergétique en vue de réaliser des économies d’énergie de 20% d’ici à 2020, tandis qu’en matière de pénétration plus large des sources d’énergie renouvelables, M. Sylikiotis a proposé le commencement de l’examen d’options et de buts envisageables  à l’horizon 2030.

Le commerce international est essentiel pour la croissance

“Le commerce international peut jouer un rôle très important en vue de renverser les effets de la crise économique actuelle, puisqu’il est un pilier d’importance stratégique pour la croissance  et  le redressement de l’économie”, a souligné M. Sylikiotis devant les membres de la commission INTA. Il a mentionné en outre un certain nombre d’accords commerciaux importants et de partenariats avec de grands partenaires économiques de l’UE, tels que le partenariat euro-méditerranéen, l’Accord économique et commercial global entre l’UE et le Canada,  un accord d’investissement bilatéral entre l’UE et la Chine et, enfin,  des accords de libre-échange entre l’UE et le Japon, les Etats-Unis et  Singapour.

*Digital Agenda Assembly 2012...Assembly report*

The Digital Agenda Assembly is an annual policy event assessing progress and identifying challenges for the Digital Agenda for Europe. It provides an opportunity for discussion and networking amongst Information Society stakeholders, bringing together in Brussels representatives of: European Union institutions, other authorities from Europe and beyond, civil society, industry and other constituencies, in view to strengthen cooperation around the Digital Agenda.

The Digital Agenda Assembly 2012 was the second one. Contributions will input into the ongoing policy debate in preparation for the review of the DAE foreseen by the end of 2012.

The Assembly consists of an online engagement space launched ahead of the event, 8 workshops on key Digital Agenda topics and a plenary session to report feedback on previous discussions and hold debates on the way forward. The plenary sessions as well as 7 workshops were streamed LIVE and will be soon available from record...

*The inaugural ceremony of the Cyprus Presidency of the Council of the European Union*

  The inaugural ceremony of the Cyprus Presidency of the Council of the European Union took place tonight, July 5, at the Curium Amphitheatre, featuring speeches from distinguished guests, followed by a rich cultural programme.

"In a beautiful setting, with the ancient amphitheatre overlooking the sea, notable European dignitaries wished Cyprus a successful Presidency of the European Council. They also voiced their certainty that Cyprus is capable of having a successful Presidency, whilst expressing their admiration for the historic setting of Curium.
On handing the baton of the rotating presidency of the Council of the EU to Cyprus, the Danish Prime Minister, Helle Thorning-Schmidt, highlighted the fact that when the European Union opened its doors to Cyprus in 2002, Denmark was also presiding the Council.
“I find it symbolic – almost meant to be – that a Danish Prime Minister now stands here handing over the Presidency of the Council to Cyprus”, said Mrs. Thorning-Schmidt.

A place of 'filoxenia'

The President of the Republic of Cyprus, Mr. Demetris Christofias, welcomed the guests to the island of Cyprus known for its “filoxenia”, hospitality, and thanked the Danish Prime Minister for skillfully guiding the Council during the previous difficult six months. President Christofias vowed that the Cyprus Presidency will strive for a Europe of solidarity, social cohesion, prosperity, security and growth.
Thereafter, President Christofias briefly referred to the priorities of the Cyprus Presidency, placing special emphasis on the Multiannual Financial Framework. “The multiannual budget of the EU has to prove a real tool, at our disposal, to regenerate growth and jobs”, the President of the Republic stressed.
In turn, the President of the European Commission, José Manuel Barroso, said that the choice of the venue showed that Cyprus has always belonged to the European family. “I am heartened when I see that the priorities of the Cypriot Presidency fully concentrate on what Europe needs today: more Europe, a stronger Europe, and a Europe that fosters sustainable growth, solidarity and social inclusion”, President Barroso noted.
The President of the European Council, Herman Van Rompuy, pointed out in his speech that Cyprus is taking over the rotating Presidency in a very crucial moment for the EU. “Our continent is facing huge socio-economic challenges. To overcome them, we have to make important choices, some of which will bring unprecedented changes to the way we work as a Union”, highlighted President Van Rompuy.
Finally, the Vice President of the European Parliament, Anny Podimata, read a greeting on behalf of its President, Martin Schulz. In his greeting, President Schulz emphasised the need for the EU to take decisive steps towards achieving growth while pointing out that “the fight against youth unemployment and the creation of jobs are among the most pressing issues today”.

Rich cultural programme

Led by Alkis Baltas, the Cyprus Symphony Orchestra provided the music between each speech. Following the speeches, an artistic performance directed by Angelos Angeli, with music by Michalis Christodoulides and choreography by Chloe Melidou, offered the guests the opportunity to marvel at Curium's acoustic perfection. The performance was narrated by George Corraface.
The final part of the evening included songs on renaissance poetry performed in Cypriot dialect by Doros Demosthenous and Pavlina Konstantonopoulou, with music by Michalis Christodoulides. »
