*Inequality
is growing and the distribution of burdens and rewards across society
is becoming more uneven. This raises concerns about undue influence over
public policy, and leads many to question the ability of our
governments and institutions to find equitable, lasting solutions to the
crisis.
Tackling social challenges requires generating more and
better quality jobs and ensuring the effective provision of public
services. But the main engines of economic growth (including trade,
investment and credit) have not yet recovered their pre-crisis
dynamism.
At the same time, long-term trends, such as ageing
populations and climate change, impose significant policy constraints
and challenges.
To achieve sustainable, balanced and inclusive growth in these conditions, people need to be both empowered and protected.
The resilience of our economies, societies and institutions has to be strengthened.

inégalités se creusent et la répartition des contraintes et des
avantages dans la société devient de plus en plus inégale. Cela soulève
des inquiétudes sur l'influence excessive que peuvent subir les
politiques publiques, et fait naître de nombreuses interrogations quant à
la capacité de nos gouvernements et institutions à trouver des
solutions équitables et durables à la crise.
Relever ces défis
sociaux requiert la création d'emplois plus nombreux et de meilleure
qualité ainsi que la fourniture de services publics efficaces. Mais les
principaux moteurs de la croissance économique (notamment les échanges,
l'investissement et le crédit) n'ont pas retrouvé leur dynamisme d'avant
la crise.
Parallèlement, des tendances de long terme, comme le
vieillissement de la population ou le changement climatique, imposent de
lourdes contraintes et d'autres défis encore aux pouvoirs publics.
Pour
donner à chacun les moyens d'une croissance durable, équilibrée et
inclusive, il nous faut protéger les individus et leur donner les moyens
de jouer pleinement leur rôle.
La résilience de nos économies, sociétés et institutions doit être renforcée.
Ce
message sera au cœur des discussions de la Semaine de l'OCDE 2014 qui
rassemble la Réunion du Conseil de l'OCDE au niveau des Ministres et le
Forum de l'OCDE. Les thématiques principales à l'ordre du jour seront
débattues par toutes les parties prenantes -- entreprises, syndicats,
société civile et universités -- ainsi que par les ministres.
The Future of Trade :
The income created within Global Value Chains has doubled, on average, over the last 15 years; in China, income associated with GVCs has grown 6-fold. In the area of development aid, donors also increasingly recognise the importance of participation and upgrading in GVCs for private sector development.
Within GVCs the value created by the growing services sector is essential to our economy and society. Teachers, lawyers, architects and medical staff are all service providers, while businesses use the services of specialists in areas such as transportation, information technology and accounting. The services sector represents almost 50% of global trade in advanced economies and a growing share globally, employs the most workers in major economies and creates more new jobs than any other sector.
Through international trade, services can transcend national borders and compete in global markets. Trade in services drives the exchange of ideas, know-how and technology. It helps firms cut costs, increase productivity and boost competitiveness, while consumers benefit from lower costs and greater choice. But international trade in services remains restricted by many barriers, because of the importance of services to developing value and jobs for our economies, it is essential to identify and overcome these barriers.

La crise économique mondiale a sapé la confiance vis-à-vis de l'État. Aujourd'hui, dans les pays de l'OCDE, seuls quatre citoyens sur dix déclarent avoir confiance dans leurs autorités nationales. Le court-termisme de la politique moderne aboutit à un échec collectif à trouver des solutions aux grands défis mondiaux, qui requièrent une action coordonnée sur le long terme. Ce constat met en lumière la nécessité d'adapter les politiques et les institutions politiques aux besoins du XXIe siècle. Les gouvernements et les institutions politiques doivent trouver des moyens de démontrer et d'améliorer leur fiabilité et leur réactivité face aux préoccupations des citoyens. Ils doivent se réformer pour faire place à davantage d'ouverture et d'inclusivité. Intégrité et loyauté doivent être les maîtres mots de leur mode de fonctionnement et de leurs relations avec leurs mandants. Une démarche qui vaut aussi pour des organisations gouvernementales ou processus internationaux tels que le G20, qui parfois sont encore plus éloignés des citoyens.
